The US wants to provide some sort of humanitarian aid to Libyan refugees and rebels in that country. The President of Libya is using air strikes and heavy ammunition to bomb rebel positions which is akin to genocide to me. I don’t think that bombing your own people is an answer to any problem before all means of diplomacy have been exhausted.
If NATO and the US want to provide humanitarian aid they may have to couple it with some type of military action. If they want to fly aid in they will have to enforce some sort of no fly area or zone to prevent casuzlties on the humanitarian relief itself. This will have to be accompanied by a ground force of military ring troops because the aid workers and ground vehicles will have to be protected. The areas where the aid is distrubuted will ahve to be secured also so you see this can turn into a complicated undertaking. Any relief forces will have to get in ant out quickly because past humanitarian efforts seem to turn into a confrontation between the indigent population and the NATO troops which are sent in to help.
