We know according to our intelligence that the Taliban’s Executive Council is based in Quetta Pakistan although the Pakistani Government denies this allegation.
NATO has launched attacks into Northwest Pakistan but their offensive actions are limited to that area. In other words they are not free to do all that they need to do to totally eliminate the Taliban threat. Since they have been targeted in the Northwest region Taliban forces simply move out of harms way, into other areas of the country.
The Taliban’s operational commander for Southern Afghanistan is believed to operate his command out of the Chaman region of Pakistan. Our forces have been very successful in capturing al-Qaeda leaders when they have ventured out of Pakistan so they remain in the country. I don’t know a whole lot about the geography of this country but many of our Operation Enduring Freedom Ring customers will put the region or base that they served in on the side of their ring.
